This game has been fixed now and works properly as to the gamplay: it's Twilight Struggle but smaller in scope and way shorter making for a perfect game if you don't have time for a full Twilight Struggle game.

Experienced Twilight Struggle player, I really enjoyed this gem. Fast-playing, new cards, interesting mechanics. Every card play matters as the game is short and the map is small--recreates that feel of a tense focal point for Cold War politics.
